Weapons Proliferation Introduction:

      Modern Technology has made it possible for countries all over the world to possess the means for controlling their own populations and to threaten other nations with mass destruction.  It no longer matters whether a nation is rich or poor, large or small, first world or third world.  Almost anyone can make or purchase weapons that 50 years ago could not even be imagined.

      These new weapons include not only military-style weaponry like nuclear missiles, tanks, aircraft, naval vessels, and the like; but also inexpensive and readily available biological and chemical weapons.  In addition, high-tech weapons like night vision goggles, tracking devices, surveillance cameras, communication innovations, and computerized data bases are relatively easy to obtain for so-called peaceful applications and then transferred for use in military or police operations.

      The days of the Cold War seem tame by comparison as one no longer knows who is on what side.  The bipolar world of post-World War II basically pitted two power centers against each other and only a few nations failed to align with one side or the other.   Today we see many intertwining alliances where even allies threatening war with each other on occasion.  Nations which were only bit players in the Cold War struggle are now posing a major threat to once invincible giants like the United States and Russia.

      As technology becomes more and more sophisticated, it is not hard to picture how the prophesied "man of lawlessness" could become  a global dictator, capable of controlling individuals anywhere in the world.  The chilling thought of what might have happened during World War II had Hitler possessed today's technology should bring to mind the power that this coming world leader will possess.

NEW! Inspectors Suspicious Iran Has Hidden Nuclear Plants - International inspectors who gained access to Iran's newly revealed underground nuclear enrichment plant voiced strong suspicions in a report on Monday that the country was concealing other atomic facilities. In unusually tough language, the International Atomic Energy Agency appeared highly skeptical that Iran would have built the enrichment plant without also constructing a variety of other facilities that would give it an alternative way to produce nuclear fuel if its main centers were bombed.
Iran Fussing Over UN's Uranium Processing Plan - State television said Tuesday that Iran will agree to the general framework of a UN-drafted plan to ship enriched uranium out of the country for processing, but will seek "important changes" in the deal that the West hopes will ease nuclear tensions with Tehran. The official said Iran "will agree to the general framework" of the plan "with a request for important changes." It did not specify the amendments Iran will seek. Another Iranian state channel, Press TV, said Tuesday that Tehran is opposed to sending the entire shipment abroad at once, suggesting it wants to do it in stages.
Iran Talks Are Slow... But At Least Started - Day one of talks meant to persuade Iran to send most of its enriched uranium abroad - delaying its potential ability to make a nuclear bomb - ended inconclusively Monday with Teheran remaining uncommitted, diplomats said. Monday's talks between Iran and the US, Russia and France were focused on a technical issue with huge strategic ramifications - whether Iran would be ready to farm out some of its uranium enrichment program to a foreign country.
Netanyahu Blasts Ahmadinejad At UN - This is the full transcript and video of Israeli Prime Minister Benjamin Netanyahu's speech at the UN General Assembly Thursday, in which he responded to Ahmadinejad's Holocaust denial, criticized the Goldstone Report, and urged the arrest of Iran's nuclear weapons efforts.
Iran Tests Missiles 'Capable of Hitting Israel' - Earlier Monday, Iran said it successfully completed two days of missile tests including the launching of its longest-range missiles, weapons capable of carrying a warhead and striking Israel, US military bases in the Middle East, and parts of Europe. Iran's defense minister warned Israel again on Monday against launching any attack on the Islamic Republic, saying, "If this [Israeli attack] happens, which of course we do not foresee, its ultimate result would be that it expedites the Zionist regime's last breath," Defense Minister Ahmad Vahidi said on state television.
Iran Tests New Nuclear Technology - Iran says it has built a new generation of centrifuges for enriching uranium, and is testing them.
US Worried About Venezuelan Arms Buildup - The United States is concerned that Venezuela's plan to buy 2.2 billion dollars in weapons from Russia could spark an arms race in Latin America. US officials have also expressed misgivings about the Venezuela's possible nuclear ambitions.
Russia and China Say No On Iran Sanctions - Russia and China have rejected a proposal by the United States, Britain, France and Germany to impose more sanctions on Iran should a dialogue over its nuclear program fail, a senior official in Jerusalem said. The two nations refused to discuss the possibility of further pressuring the Islamic Republic, according to the official, during high-level six power talks held last week in Germany.
North Korea Announces Its Uranium Weapons Power - Suddenly, North Korea's peace offensive has exploded in a mushroom cloud with word from Pyongyang that the North's nuclear wizards are about to enter "the completion stage" of their program to develop nuclear warheads with highly enriched uranium. Pyongyang said on Friday it was in the final stage of enriching uranium, a process that would give it a path to making nuclear weapons other than plutonium-based devices.
6 Party Talks On Iran This Week in Germany - Officials from six countries trying to address concerns about Iran's nuclear program will meet in Germany this week, the government in Berlin said Monday. "Now is the right time to consult on how to proceed on the Iranian nuclear program against the background of the latest IAEA report," Foreign Minister Frank-Walter Steinmeier said in a statement, referring to the International Atomic Energy Agency.
No War In Darfur Says UNAMID Commander - There is no more war in Darfur, according to the outgoing military commander of the joint UN-African Union (UNAMID) peacekeeping force in the western Sudan region. "As of today, I would not say there is a war going on in Darfur," Martin Luther Agwai told correspondents. "If war is a conflict whereby today you attack and then go back home and stay until three, four, five months and come back... If that is a definition of war then there is a war in Darfur. But if that is not the definition then there is no war as of now in Darfur," said Agwai.
Iran Nukes Hinge On Ayatollah's Nod - Iran has perfected the technology to create and detonate a nuclear warhead and is merely awaiting the word from its Supreme Leader, Ayatollah Ali Khamenei, to produce its first bomb, Western intelligence sources have told The Times. The sources said that Iran completed a research program to create weaponized uranium in the summer of 2003 and that it could feasibly make a bomb within a year of an order from its Supreme Leader.
Bolivians Deny Providing Iran With Uranium - Bolivian officials treat information about the uranium deposits in San Ignacio and other locations in Bolivia as a state secret. Chief ministers reacted indignantly to recent claims by Israel that Iran was receiving uranium from Bolivia and Venezuela.
Israel Won't Seek US Permission To Strike Iran - Vice President Joe Biden told ABC News earlier this week that the US would not stand in the way of an Israeli strike on Iran. However, President Obama told CNN that the US wanted to pursue diplomatic channels in resolving things with Iran and had "absolutely not" given Israel a green light to bomb Iran's nuclear facilities. Israel will therefore be unlikely to seek approval from the US if it decides that a strike on Iran is necessary for its protection.
Trouble With North Korea Only Beginning - President Obama, other world leaders and the UN Security Council strongly condemned North Korea's nuclear test Monday, while experts who have studied the isolated state for years warned that the US has few options and that more provocation likely lies ahead. On Tuesday, South Korea said it will join the US-led Proliferation Security Initiative, which began in 2003 to deter states such as North Korea and Iran from trade in missile and nuclear technology. North Korea has warned that it would consider the South's full participation in the program as a declaration of war.
Could Israel Destroy Iran's Nuclear Program? - Should Israel attack Iran? Does Israel have a real chance of actually destroying Iran's nuclear program, and what would be the ramifications? A feasibility study by Abdullah Toukan and Anthony Cordesman of the Center for Strategic and International Studies in Washington offers possible scenarios for a strike on Iran, and about the potential risks and chances of success. Toukan and Cordesman conclude: "A military strike by Israel against Iranian nuclear facilities is possible ... [but] would be complex and high-risk and would lack any assurances that the overall mission will have a high success rate."
Report Warns Britain In Danger of WMD Terror - The British government will be stepping up its anti-terrorism efforts in response to a report that indicates the UK is in serious danger of a terrorist attack. The report warns: "Contemporary terrorist organisations aspire to use chemical, biological, radiological and even nuclear weapons." An increase in stolen and smuggled weapons materials and unstability in the Middle East add to the threat.
US Invites Iran to Join Conference on Afghanistan - The Obama administration on Thursday marked a clear break with George W. Bush's policy of isolating Iran by declaring its intention to invite the Islamic republic to an international conference on stabilising Afghanistan. Iran has already signalled its willingness to attend. A firm date for the conference has not been fixed. Italy, as holder of the G8 presidency this year, has proposed hosting such a conference in Trieste in June.
How To Stop Mid-East Nukes? Denature Their Plutonium - Ben-Gurion University of the Negev engineers have developed a practical technique to "denature" plutonium created in large nuclear reactors and make it unsuitable for a dozen countries that are building reactors - mostly Arab or Islamic states - to produce nuclear arms. However, it will probably not be a significant deterrent against Iran, which has invested in other options as well, such as centrifuges and small reactors designed for plutonium production.
Russia To Help Iran Get Nuclear in 2009 - Russia plans to start up a nuclear reactor at Iran's Bushehr plant by the end of the year, the head of Russia's state nuclear corporation said on Thursday.
US Envoy Can't Trust Pyongyang's Word - The top U.S. negotiator in talks to rid North Korea of nuclear weapons said Tuesday that Pyongyang must agree to a verification of its disarmament activities and the deal must be put in writing. "Whether that takes one document, two documents, three documents, we don't know. The important point is to make it clear, so there are no misunderstandings," said Assistant Secretary of State Christopher Hill.
